The Heads of State of Saudi Arabia, Egypt, Jordan and Lebanon are amongst 11 of the 22 Arab leaders who have decided not to attend the Arab League summit in Damascus - as the rift between Syria and the pro-Western Arab states widens over Syria's conduct in Lebanon.
