05Jan2004 Statement by Arab Interior Ministers on Council meeting

Tunis, 5th January 2004

The council of Arab Interior Ministers concluded its 21st session here today.

In a final statement, the Council’s General Secretariat said that the Council approved the third phase of implementation of the Arab strategy for combating terrorism, which includes a number of programs to be carried out by the Secretariat and the Council’s scientific body, Naif Arab University (previously Academy) for Security Sciences.

The Council approved some amendments to the Arab Agreement for Combating Terrorism, including incrimination of instigators of terrorist crimes, their encouragement, or publication of materials promoting them.

The Council approved the 4th phased plan to implement the Arab strategy for combating illicit use of drugs and psychotropic substances, stressing boosted efforts exerted to combat money laundering.

The Council emphasized the importance of continual cooperation with the Councils of Arab Justice and Ministers of Information.

The Council renewed its strong condemnation of all forms and sources of terrorism, affirming the necessity to differentiate between terrorism and the rights of a people to resist occupation and foreign aggression.

The Council condemned attribution of terrorism to Arabs and Muslims, and stressed its support for efforts to convene an international conference under the auspices of the United Nations to discuss aspects of terrorism. It urged all public and private bodies to unite to prevent all terrorist activities.

The Council renewed the appointment of Secretary General Dr Mohammed bin Ali Koman for a further three-year term.
