The building of the Kingdom's infrastructure made extraordinary demands on the Kingdom's port facilities and inevitably, for periods during the first two Development Plans, there were delays in processing some of the imports needed for Saudi Arabia's ambitious construction programs.
It must count as one of the most outstanding examples of efficient port management that the problems of congestion were entirely resolved and the general efficiency of the ports greatly improved in the course of the Third Development Plan (1400 - 1405 AH: 1980 - 1985).
