Arab officials expressed alarm that the United States seemed to be easing pressure on Israel to freeze construction of Jewish settlements after Mrs. Clinton declared that Prime Minister Benjamin Netanyahu’s proposal of restrained settlement building was better than anything previous Israeli governments had offered. Mrs. Clinton stated that the American position had not changed.
On Monday, Mrs. Clinton met with foreign ministers from Saudi Arabia and other Arab countries saying that some ministers seemed unaware of the extent of the Israeli proposal on settlements.
