A row has broken out in Britain over the dividing of those countries attending the forthcoming G20 Summit into first and second tier countries, depending on their importance in agreeing to the plans for a global economic solution that Gordon Brown, UK prime minister, is promoting.
The United States, Japan, France, Germany, Italy, China, India, South Africa, Brazil and Saudi Arabia are all, for various reasons, seen as "key".. Amongst those down-graded are Argentina, Australia, Canada, Indonesia, Mexico, Russia and Turkey. The Conservative Opposition have argued this is not an auspicious beginning to an initiative which will require the willing co-operation of as many countries as possible if it is to have any chance of success.
