The Kingdom's tentative steps towards democracy seem to be faltering. Municipal elections in Saudi Arabia four years ago failed to produce a body committed to reform. Budgetary constraints limited the ability of the councils to act. The elections scheduled for 2009 and have been postponed, pending evaluation of the process.
