Following President Obama's executive order to terminate all military trials at Guantanamo Bay, Susan J. Crawford, the top legal authority for military trials at Guantanamo, has instructed that all charges against a Saudi, Abd al-Rahim Al-Nashiri, accused of masterminding the attack on USS Cole in 2000, should be dropped. Mr Al-Nashiri will remain in custody. Since charges were dropped without prejudice, he may face new charges in future.
