In view of Israel's continued offensive on the Gaza Strip, Saudi Arabia's foreign minister, Prince Saud Al-Faisal, has urged Hamas to resolve its bitter differences with Fatah, saying the "terrible massacre would not have happened if the Palestinian people were united behind one leadership". The Arab League foreign ministers' emergency meeting in Cairo said that it would not be possible to help until Hamas resumed national unity talks with Fatah. The meeting saw the Arab states divided over the call for an emergency summit in Qatar.
