The top U.S. commander in Iraq believes Al Qaeda may be thinking of shifting the main focus of its conflict with the United States back to Afghanistan where, currently, America is sustaining higher casualties than in Iraq. Gen. David Petraeus said: "We do think that there is some assessment ongoing as to the continued viability of al-Qaida's fight in Iraq," The influx of foreign fighters into Iraq has been substantially reduced by many factors but, in part at least, by the determined effort of Saudi Arabia to prevent foreign fighters from crossing its northern border into Iraq.
