Of all President Bush's policy failures, probably the one with the most serious and lasting effect will be the failure of his Administration to develop a coherent energy policy after 9/11. Instead of twice "begging" King Abdullah of Saudi Arabia for an "oil price break", the President should have been persuading his own people to wean themselves off their addiction to oil by driving slower, buying smaller, less fuel-thirsty cars and accepting a carbon tax.
