Despite agreeing to help protect Saudi Arabia's oil industry from terrorist attacks and to support the Gulf Arab states if threatened by Iran, President Bush failed to persuade Saudi Arabia to increase oil production in order to bring down the price of oil and to help the U.S. economy.
