While economic considerations are behind the intention of many countries to develop nuclear technology, the suspicion remains that some countries in unstable regions are eager to acquire nuclear expertise to enable them to compete in a future arms race. "For Kuwait, Saudi Arabia and the United Arab Emirates, the investment in nuclear power appears to be linked partly to concerns about a future regional arms race stoked in part by Iran's alleged interest in such an arsenal, the officials said."
